You need two different garrison forces, the ports tend to be somewhat close to cities in the parts where it matters for Germany (Belgium, Netherlands, northern French coast) so if you have one defensive order of just guarding ports with mostly normal infantry units on low priority (don't skimp on their templates as they will eventually get overrun if they manage to land troops right next to the port), and one with cavalry (6 batallions per division is usually enough) that is set to only combat resistance they will work together somewhat, the horses will stay out of places where the coastal defense is already lowering resistance.
